A yellow box junction in New Malden, which takes almost £2,000 per day, has caused controversy after it was reported as Britain’s ‘most lucrative’.
Traffic law expert Phillip Morgan said the box junction breaks regulations because it extends beyond the meeting of Elm Road and Kingston Road.
Leader of the Kingston Independent Residents Group and Leader of the Opposition at Kingston Council, Councillor James Giles, called a special committee meeting on the box junction, which took place in January 2026.
Residents were alarmed to hear the chair of the meeting Councillor Lesley Heap say the alterations to the junction could not be made without further review due to “budgetary implications”. Money raised from PCNs must, by law, be ring-fenced for traffic use alone.
Councillor Giles claimed this was an acknowledgement the junction is a “cash cow” and said he could only imagine “heads will roll at Lib Dem HQ over that”.
The Council denies any wrongdoing.
